SAN FRANCISCO (AP) ? The San Francisco mayor says he's suspending the city's embattled sheriff and intends to permanently remove him from office following a domestic violence conviction involving the law enforcement official's Venezuelan actress wife.

Mayor Ed Lee said Tuesday that Ross Mirkarimi rejected his suggestion to resign after pleading guilty to a misdemeanor false imprisonment charge. Lee said he will file official misconduct charges Wednesday and the matter will be referred to the city's Ethics Commission.

"He has chosen not to resign, and now I must act," Lee said. "Sheriff Mirkarimi's actions and confession of guilt clearly fall below the below the standards of decency and good faith rightly required of all public officials."

If Lee succeeds in removing Mirkarimi as sheriff, the mayor will need the votes from nine of 11 members of the Board of Supervisors.

Earlier, a defiant Mirkarimi said he would fight to keep his job because he believes he didn't "official misconduct." The New Year's Eve dispute with his wife, Eliana Lopez, at their home in front of their toddler son left her with a bruise on her arm.

Mirkarimi was sworn in as sheriff on Jan. 8.

"I wanted to and have taken full responsibility," a sweat-drenched Mirkarimi told reporters outside his office in City Hall. "At this time, I do not plan to resign."

Mirkarimi said he hasn't spoken to his wife in nine weeks and is allowed to visit his son for about two hours each day because of an order issued by a judge. A separate order also prohibits the sheriff from carrying a gun.

He said his chief aim is reconciling with his family. "It's been cruel. It's been crushing," he said.

Mirkarimi also called a neighbor's accusation that he and his Lopez pressured him to destroy evidence and lie to the police a "complete fabrication." The claims were published Tuesday on the San Francisco Chronicle's opinion page, leading Lopez to cancel an appearance at a press conference to discuss the case.

Lopez' attorney, Paula Canny, said she advised the sheriff's wife to refrain from public comments because lawsuits were threatened.

Attorney Lidia Stiglich told The Associated Press that Mirkarimi will hire another attorney with more City Hall experience to represent him before the city's Ethics Commission and the Board of Supervisors.

Mirkarimi pleaded guilty to misdemeanor false imprisonment in exchange for the dropping of three other misdemeanor charges of domestic violence, child endangerment and dissuading a witness. The plea deal was struck as a jury was being picked for a trial that promised to embarrass the sheriff with testimony about infidelity, his temper and other intimate details.

San Francisco District Attorney George Gascon said the false imprisonment charge was a domestic violence plea and the conviction was just as serious as the three charges that were dropped.

On Monday, a judge sentenced Mirkarimi to three years of probation and a year of counseling. Under the plea agreement, Mirkarimi must pay $590 in fines, serve probation, spend a year in a domestic violence intervention program, take parenting classes and do community service.

The district attorney said Mirkarimi will be barred from carrying a gun until a judge lifts a stay-away order that prevents the sheriff from seeing his wife without court permission. Gascon said that order could stay in place for the entire three years of probation.

Mirkarimi said he was undergoing counseling to address "my arrogance and anger management issues" and reiterated his advocacy against domestic violence during his time as a board supervisor.

Meanwhile, Lee has named a retired chief deputy, Vicki Hennessy, to serve as interim sheriff.

Business savvy gives HR credibility and the courage to challenge the relentless pursuit of short term goals that can be detrimental to the long term success of the organisation, it stated.

According to CIPD, HR practitioners need to understand the business model at depth, appreciating where value is created and destroyed within their organisations.

They should be able to identify people-related improvement points which drive value and enhance organisational performance, it said.

HR staff should also be able to generate insight through evidence and data, CIPD claimed.

?The most effective HR professionals have the courage to ask questions and look for explanations even when the knowledge required seems masked in technical or professional jargon,? the report noted.

Next, they should demonstrate curiosity about why and how the business operates, with the purpose of identifying opportunities for improvement.

?HR professionals should not wait to be asked but should take a proactive approach to making connections across the business and collaborating at all levels,? CIPD suggested.

And finally, they should lead with integrity, consideration and challenge, serving stakeholders by retaining a strong stewardship role.

Stephanie Bird, director of HR capability and public policy at the CIPD, commented: ?We know that many HR practitioners find it hard to understand what business savvy really is, and how to develop it.

?This report is the first step in helping them to understand just that. It is also clear that without it their credibility as professionals is damaged, and their ability to challenge flawed pursuits is fatally undermined.??

John McGurk, learning and talent development adviser at the CIPD, added that business savvy practitioners at all levels are ?essential? if HR is to fulfil its potential to be central to organisational strategy.

Thickening or lump in the breast or other parts of the body

Many cancers can be felt through the skin. These cancers occur mostly in the breast, testicle, lymph nodes (glands), and the soft tissues of the body. A lump or thickening may be an early or late sign of cancer and should be reported to a doctor, especially if you've just found it or notice it has grown in size.

Jobless rates in some swing states at 3-year lows

(Reuters) - Ahead of a presidential election widely considered a referendum on President Barack Obama's job creation efforts, all but two states reported improving jobless rates in January from a year ago, with some swing states hitting the lowest rates in three years.

The Labor Department also said on Tuesday that 45 out of the 50 states and the District of Columbia had drops in their jobless rates in January from December.

The improvements encompassed all swing states where neither President Barack Obama nor his future Republican opponent have a clear overwhelming majority.

Because of the unique U.S. electoral system where states cast votes for President, the employment situations of some areas could influence the presidential election more than others. Ten states in particular are considered toss-ups representing 130 electoral votes. A candidate must collect 270 electoral votes to win.

Coming into office at the height of the financial crisis, Obama quickly bailed out banks and automobile companies and enacted a package of spending and tax measures intended to create thousands of jobs.

Only recently has the national unemployment rate edged down, however, reaching a three-year low of 8.3 percent in February and January. In January, 35 states fell to that rate or lower.

Of the 10 swing states, only three had rates higher than the national one. The rate in Nevada was 12.7 percent. In North Carolina it was 10.2 percent and in Florida 9.6 percent.

The fight over job creation could be particularly tough in Nevada, which flourished during the housing boom, leaving it vulnerable to the real estate collapse. The recession also kept many Americans away from entertainment cities Las Vegas and Reno. Nevada has had the highest unemployment rate in the nation for at least a year and a half.

Still, its January rate was the lowest since September 2008 and well below the state's record high of 14 percent reached in October 2010, nearly two years after Obama won the election.

Over the three years Obama has been in office, North Carolina and Florida also hit record high jobless rates, both reaching 11.4 percent two years ago. But in January 2012, North Carolina's rate was the lowest since April 2009 and Florida's the lowest since March 2009.

In Colorado, another swing state, the jobless rate climbed to a record 9 percent at the end of 2010. By January, it had fallen to 7.8 percent, the lowest since March 2009.

Swing state Iowa's rate of 5.4 percent in January was the lowest since December 2008, as was Missouri's 7.5 percent. New Hampshire's January rate of 5.2 percent and Virginia's 5.8 percent were the lowest since January 2009.

Ohio, a swing state that proved crucial to President George W. Bush's win in 2004, registered its lowest rate since November 2008, 7.7 percent. After Texas and New York, the manufacturing-heavy state also added the most jobs in the month, 32,800.

Even though its unemployment rate fell in January, Florida lost the most jobs of all the states that month, 38,600. Pennsylvania, another swing state, followed, shedding 9,000 jobs.

After the fight over which candidate won Florida in the 2000 presidential election went all the way to the Supreme Court, the country has closely watched the state's politics.

Its governor, Rick Scott, is a Republican who came to power as part of a wave of conservative anger that pushed Democrats out of office across the nation in 2010, but the state's 29 electoral votes, the most of any swing state's, are still considered up for grabs in 2012.

Four years ago, the story of how politics and economics connect was centered in one state: Michigan.

Throughout the 2008 primaries and general election, it had the highest jobless rate in the nation, as massive financial struggles at the three leading U.S. automobile companies took a heavy toll on factory jobs.

For the last year, the state has experienced a radical turnaround. According to its labor department, its January jobless rate of 8.9 percent was the lowest since September 2008 and marked the fourth straight month of an unemployment rate under 10 percent. The state gained 16,000 jobs in January.

"With the rate decline in January, Michigan's unemployment rate has fallen by around five full percentage points since the end of the national recession in mid-2009," said Rick Waclawek, director of the Bureau of Labor Market Information and Strategic Initiatives.

The state and its 16 electoral votes are in play in the 2012 election, but currently are counted as leaning toward Obama.

In January, North Dakota again had the lowest jobless rate, 3.2 percent. Texas gained the most jobs, 67,200.

Among the 50 states, only New York's unemployment rate rose in January, to 8.3 percent from 8.2 percent in January 2011, while the rate in Illinois was the same as last year, 9.4 percent.
