Middle class share of America's income shrinking

WASHINGTON (AP) ? The share of the nation's income earned by the middle class has fallen to its lowest level in recent decades. It's been surpassed by affluent earners as median wages stagnate and wealth concentrates at the top in a relatively weak economy.

A study by the Pew Research Center highlights the diminished share for the roughly half of U.S. adults who define themselves as "middle class," with incomes ranging from $39,000 to $118,000.

The report describes this group as suffering its "worst decade in modern history," having fallen backward in share of income for the first time since World War II and losing faith in the future.

In all, 85 percent of middle-class Americans say it is more difficult now than a decade ago to maintain their standard of living.

Melanoma expert reviews unique adverse events with newly approved drug

ScienceDaily (Aug. 22, 2012) ? An internationally recognized melanoma researcher at Moffitt Cancer Center and colleagues at the University of Kiel in Germany, including Axel Hauschild, M.D., and Katharina C. K?hler, M.D., have published an article in the July 20 issue of the Journal of Clinical Oncology that describes immune-related adverse events for patients receiving either tremelimumab or ipilimumab.

Both drugs are anti-CTLA-antibodies with similar mechanisms of action but manufactured by different companies. Ipilimumab is an immunoglobulin G1 with a plasma half-life of 12 to 14 days. Tremelimumab is an immunoglobulin G2 with a plasma half-life of 22 days. Both have been extensively tested in metastatic melanoma, and ipilimumab was approved in 2011 by the U.S. Food and Drug Administration for treating metastatic melanoma and other cancers.

"During treatment with ipilimumab and tremelimumab, a unique set of adverse events may occur called 'immune-related adverse events,' or irAEs," said study lead author Jeffrey S. Weber, M.D., Ph.D., director of Moffitt's Donald A. Adam Comprehensive Melanoma Research Center of Excellence. "These irAEs may include colitis, hepatitis, pancreatitis, lymphadenopathy, neuropathies and nephritis."

According to Weber, appropriate management of these side effects requires the cooperation of a multidisciplinary physician-led team that includes nurse practitioners and infusion nurses. He recommends that specialists, including gastroenterologists, endocrinologists, hepatologists, dermatologists and surgeons, receive education on managing these symptoms. Early recognition of irAEs and initiation of treatment are crucial, the researchers said.

In their review of studies on the drugs' adverse effects, the researchers also found that irAEs correlated with treatment response in some studies. The reduction in tumor burden came in four patterns after week 12 of treatment.

"Anti-CTLA-4 antibodies have shown patterns of anti-tumor response that are different from responses to conventional chemotherapy," explained Weber. "Because responses can occur slowly or be mixed, 12 weeks has been the time to first evaluation with ipilimumab."

Weber and his colleagues also reviewed the new set of response criteria that have been created -- immune related response criteria, or irRC -- to evaluate disease progression and benefit with immune checkpoint inhibitors such as ipilimumab. The irRC criteria have been compared with modified World Health Organization criteria in studies of patients receiving ipilimumab and can provide valuable information to oncologists as to when to stop or continue treatment with ipilimumab.

"In this study, we provide a detailed description of irAEs and recommendations for practicing oncologists who are managing them along with the unusual kinetics of response associated with ipilimumab therapy," Weber said.

(AP) ? The death of Ethiopia's prime minister pushed his relatively unknown successor, Hailemariam Desalegn, into the spotlight on Tuesday, and he may be merely a placeholder or might hang on to become Ethiopia's next long-time leader.

Ethiopia's communication minister said government policy would remain consistent under Hailemariam, the former deputy prime minister and foreign minister who is now acting prime minister pending his swearing-in before an emergency session of parliament. The ruling party controls 546 of the 547 seats of parliament, all but ensuring Hailemariam's ascension to prime minister.

The country's armed forces pledged allegiance to the country's constitution and vowed to defend it during the post-Meles Zenawi era. Meles died Monday of an unknown illness at age 57. He had ruled Ethiopia since the 1990s.

Hailemariam was appointed deputy prime minister and minister of foreign affairs in September 2010, right after the ruling Ethiopian Peoples' Revolutionary Democratic Front's fourth successive election victory. A few weeks after the vote the party's congress promoted Hailemariam as a deputy chair of the party.

Although Hailemariam appears likely to soon take the oath of prime minister, the ruling party congress is scheduled to meet in late September and will decide if he will remain in the post until the 2015 elections. Political observers say the party congress could see fierce competition for the post. One analyst said he doubted Hailemariam could win over the military and intelligence leaders.

"I believe he will face a great challenge of being taken seriously by his subordinates for three reasons. First as he never exercised real power at national level, there is little established fear and respect about him," said Jawar Mohammed, an Ethiopian political analyst now studying at Columbia University in New York. "Second most of his subordinates are going to be individuals with longer experience and personal stature than him, which means they will overshadow him."

Negasso Gidada, a former Ethiopian president, said he does not know Hailemariam well.

"But they must know him well and have a confidence in him that they appoint him a deputy prime minister. I have no reason to doubt that," says Negasso, now the country's largest opposition leader.

The ruling EPRDF, a coalition of four parties has always appointed key members of Meles' Tigray Peoples' Liberation Front to key posts, including foreign affairs.

The change that saw Hailemariam ascend the party ranks was described by party leaders as the start of a succession plan that later saw lead party figures leave key government positions to retire or become diplomats abroad. The party said the succession plan would have come to an end by 2015 with Meles' retirement.

Charles Stith, the director of Boston University's African Presidential Center and a former U.S. ambassador to Tanzania, said Meles' death could end a relatively stable period for Ethiopia.

"His death is a reminder that leaders who long to stay in office, often stay too long to allow the growth of the necessary institutional infrastructure that allows states to sustain themselves," Stith said.

Hailemariam, who comes from Ethiopia's south, did not take part in the ruling party's 17-year armed struggle that unseated the country's former Communist leader Mengistu Hailemariam in 1991.

When rebels led by Meles marched to the capital Addis Ababa to unseat Mengistu, Hailemariam was in Finland studying for a masters in engineering at Tampere University of Technology on a scholarship he received after obtaining his bachelor's degree from Addis Ababa University.

Hailemariam said in a 2010 interview that he came back to Ethiopia because of family ? his daughter had been born when he was leaving the country ? and because he said there would be a better situation in the country than during the previous regime.

After returning from Finland, Hailemariam joined the country's Arba Minch Water Technology Institute and served 13 years in different positions, including as registrar, vice dean, and dean of the institute.

After a few years as a member of the ruling party he was first appointed as vice president of the country's southern region and later a president of the region. He gained political points as the southern region progressed economically and as ethnic stability improved.

He joined the national political scene in 2006 as and adviser to Meles, and was soon appointed as the government's chief whip in parliament. He then became Meles' deputy in 2010.

Leslie Lefkow, Human Rights Watch's deputy director for Africa, said Ethiopia's ruling party is strong, but government institutions are not, opening the door for potential instability in coming days.

"There are a number of worrying scenarios I think, particularly in the medium term," she said. "I think it's a crucial moment for Ethiopia's partners ? the U.S. and EU and other international donors who provide a large amount of funding ? to set out their concerns that reform and human rights reform is a crucial plank of the country moving forward."

Silver proposes college aid to illegal immigrants - blog*spot

So, when did New York State Assembly speaker Sheldon Silver start sniffing glue? When I first read about his plan to give illegal immigrants government financial aid for college, I thought it had to be a misprint. In fact, I had to read it twice to make sure it wasn't...


ALBANY - Tens of thousands of illegal immigrants would become eligible to receive government financial aid to attend college in New York under a bill that Assembly Speaker Sheldon Silver introduced Friday.

"My parents came here as immigrants, and I was able to have opportunities precisely because this country welcomed my family and allowed us to work hard and succeed," Silver, D-Manhattan, said Friday.

There is a huge difference between legal immigration and illegal immigration. At the same time Silver is proposing giving illegal immigrants financial aid, TAP funding for graduate students, born in this country, is being eliminated. I notice Silver didn't have much to say about that.

Taxpayers will see right through this nonsense. Clearly, Silver and the Assembly democrats will benefit politically from the influx of illegal residents moving here. And of course, they'll be Silver supporters. Wouldn't you support a guy who just gave you thousands of dollars of other peoples' money? Unbelievable.

I have nothing against legal immigrants. We are all descendants of legal immigrants. And I'm not saying they are bad people. Chicago has many Mexican immigrants and they were some of the nicest people you could hope to meet. But seriously. This bill is only going to give more illegal immigrants an incentive to come to New York.

Will Mickey "King of all Studies" Kearns and Dim Kennedy support Silver's crazy bill? Mickey campaigned as the maverick who would stand up to Albany. Well, since he had lunch with Silver a few months ago, Mickey hasn't been doing as much "standing up".? We know "11,000 Doors" Fahey would have gone along with it. We expect Kennedy to do whatever Brian Higgins tells him to do. But Kearns? Will he be holding a press conference tomorrow announcing his opposition to this plan? Highly doubtful. We will be keeping an eye on this, the toll hike proposed for the truckers, and the raise the state lawmakers are trying to give themselves. Voting Yes to any of these three things is another reason for New Yorkers to flee the state.

Women's Identity in Christ - The Gentle Savior ? A Bible Study for ...

Last week I shared a guest post from my friend Lisa, who has been struggling with her identity as a Christian wife and mother. I mentioned in my summary that some of us hold a misconception about wife/mother/homemaker being the role God most wants for women.

This picture of a women?s ?place? seems to be based primarily on some statements in Paul?s New Testament writings, such as I Timothy 5:14 and Titus 2:4-5.?

These statements certainly describe some responsibilities for women (specifically, ?younger? ones), but read out of context and alone they present an incomplete picture. A fuller image comes into focus when we consider what the Gospels say on the subject. In the Gospels we learn about what Jesus said to and about women. If we believe that Jesus was God in the flesh and the perfect representation of His being, then we must believe that Jesus? attitudes toward women reflect those of His Father.?

Here are some interesting facts to consider:?

  • Jesus called women to serve him, not only to serve their families as proxies for him. He didn?t call all women disciples to leave their homes, but he did call some women to do that. Women both traveled with him in his ministry and helped support him financially (Luke 8:1-3, Matthew 27:55-56). Some of these women were identified as being married while others were mothers (probably of grown children) and others were neither wives nor mothers. Interestingly, Jesus didn?t send any of the married women home to focus on their families nor did he advise the single women to try to find husbands.?

  • Jesus valued discipleship even above motherhood and family. Jesus talked to a few women who were mothers (Matthew 15:21-28) and acknowledged that women bore children (Matthew 24:19, Luke 23:29). He blessed children and referred to them as precious to God and model members of his kingdom. He never taught anything specifically about how to be a mother or about the significance of a mother?s role. When one woman offered her opinion that his own mother deserved to be blessed, Jesus responded, ?Blessed rather are those who hear the word of God and obey it? (Luke 11:27-29). Likewise, when his listeners once noted that Jesus? family had arrived to see him, he pointed to his disciples and said, ?Here are my mother and my brothers.?For whoever does the will of my Father in heaven is my brother and sister and mother? (Matthew 12:49-50).?

  • Jesus saw women as individuals, independent of their families. In the Gospels, Jesus never spoke to a woman whose husband was present, unless you count his mother (and possibly the wife of synagogue ruler Jairus). Jesus taught women directly (Luke 10:38-42), included women as examples in his teachings, and engaged women in lengthy spiritual conversations (John 4, John 11). He was concerned about the depth of their faith (Luke 7:36-50; Matthew 15:21-28) and devotion (John 12:1-7) and the accuracy of their beliefs about his identity and their understandings of God.?

?

These stories in the Gospels occurred before the establishment of the church, and they were recorded by the Gospel writers during the time Paul was writing his letters and possible even a decade or two after. Clearly, what we have from Paul is not the whole story.

The more complete story of God and women is this: Jesus calls women first and foremost to be his disciples. We are to follow him in every part of our lives. Sometimes that means that we follow him in our closest family relationships?including with?our?spouse, children, even parents and siblings. Yet, family is not his top priority. Sometimes Jesus actually calls us to leave family in pursuit of him (Matthew 10:37-38). And the prime time to ?leave? family is when they have become an idol?the primary focus of our passion, people we love more than Jesus.?

My dear sisters, Jesus didn?t come to earth to call women only to be wives and mothers. He calls us to be his disciples as we live out all of our social and cultural roles. He calls us to serve, teach, evangelize, listen, encourage, counsel, labor, give, sacrifice, and love. Yes, we do these things for the people in our home, but not for them alone. The world Jesus loves and died for is much too big for that limitation.

So if you ever feel unfulfilled by an exclusive focus on your family, consider that God may indeed be calling you to broader service. Nothing about that should make you feel guilty.?

Stroke disrupts how brain controls muscle synergies

ScienceDaily (Aug. 20, 2012) ? The simple act of picking up a pencil requires the coordination of dozens of muscles: The eyes and head must turn toward the object as the hand reaches forward and the fingers grasp it. To make this job more manageable, the brain's motor cortex has implemented a system of shortcuts. Instead of controlling each muscle independently, the cortex is believed to activate muscles in groups, known as "muscle synergies." These synergies can be combined in different ways to achieve a wide range of movements.

A new study from MIT, Harvard Medical School and the San Camillo Hospital in Venice finds that after a stroke, these muscle synergies are activated in altered ways. Furthermore, those disruptions follow specific patterns depending on the severity of the stroke and the amount of time that has passed since the stroke.

The findings, published this week in the Proceedings of the National Academy of Sciences, could lead to improved rehabilitation for stroke patients, as well as a better understanding of how the motor cortex coordinates movements, says Emilio Bizzi, an Institute Professor at MIT and senior author of the paper.

"The cortex is responsible for motor learning and for controlling movement, so we want to understand what's going on there," says Bizzi, who is a member of the McGovern Institute for Brain Research at MIT. "How does the cortex translate an idea to move into a series of commands to accomplish a task?"

Coordinated control

One way to explore motor cortical functions is to study how motor patterns are disrupted in stroke patients who suffered damage to the motor areas.

In 2009, Bizzi and his colleagues first identified muscle synergies in the arms of people who had suffered mild strokes by measuring electrical activity in each muscle as the patients moved. Then, by utilizing a specially designed factorization algorithm, the researchers identified characteristic muscle synergies in both the stroke-affected and unaffected arms.

"To control, precisely, each muscle needed for the task would be very hard. What we have proven is that the central nervous system, when it programs the movement, makes use of these modules," Bizzi says. "Instead of activating simultaneously 50 muscles for a single action, you will combine a few synergies to achieve that goal."

In the 2009 study, and again in the new paper, the researchers showed that synergies in the affected arms of patients who suffered mild strokes in the cortex are very similar to those seen in their unaffected arms even though the muscle activation patterns are different. This shows that muscle synergies are structured within the spinal cord, and that cortical stroke alters the ability of the brain to activate these synergies in the appropriate combinations.

However, the new study found a much different pattern in patients who suffered more severe strokes. In those patients, synergies in the affected arm merged to form a smaller number of larger synergies. And in a third group of patients, who had suffered their stroke many years earlier, the muscle synergies of the affected arm split into fragments of the synergies seen in the unaffected arm.

This phenomenon, known as fractionation, does not restore the synergies to what they would have looked like before the stroke. "These fractionations appear to be something totally new," says Vincent Cheung, a research scientist at the McGovern Institute and lead author of the new PNAS paper. "The conjecture would be that these fragments could be a way that the nervous system tries to adapt to the injury, but we have to do further studies to confirm that."

This is the first time that fractionation of muscle synergies identified by factorization has been seen in chronic stroke patients, says Simon Giszter, a professor of neurobiology and anatomy at Drexel University. "It raises the question of how this occurs and if it's a compensatory process. If it is, we can use this measurement to study how the recovery process can be accelerated," says Giszter, who was not involved in this study.

Toward better rehabilitation

The researchers believe that these patterns of synergies, which are determined by both the severity of the deficit and the time since the stroke occurred, could be used as markers to more fully describe individual patients' impaired status. "In some of the patients, we see a mixture of these patterns. So you can have severe but chronic patients, for instance, who show both merging and fractionation," Cheung says.

The findings could also help doctors design better rehabilitation programs. The MIT team is now working with several hospitals to establish new therapeutic protocols based on the discovered markers.

About 700,000 people suffer strokes in the United States every year, and many different rehabilitation programs exist to treat them. Choosing one is currently more of an art than a science, Bizzi says. "There is a great deal of need to sharpen current procedures for rehabilitation by turning to principles derived from the most advanced brain research," he says. "It is very likely that different strategies of rehabilitation will have to be used in patients who have one type of marker versus another."

The research was funded by the National Institutes of Health and the Italian Ministry of Health.

Strictly OOXML for Office 2013 says Microsoft

Standards icon Microsoft has announced that it will, for the first time, support the strict version of its "Open XML" standard in Office 2013. It will join new ODF 1.2 and PDF support in Microsoft's office suite.

Open XML, also known as OOXML (ISO/IEC 29500), was regarded by many as Microsoft's spoiler to the progress of the Open Document Format (ISO/IEC 26300) standard. In 2005, ODF was put forward as an ISO standard by OASIS and was moving rapidly through the ISO process. In November of the same year, Microsoft announced it was working on its own "Office Open XM" standard with ECMA, which was later fast tracked to the ISO in what was a contentious and fraught process.

In the end, both Open XML and ODF were standardised by the ISO, but Microsoft didn't switch to supporting "Strict" Open XML, working instead with a version of the standard called "Transitional" Open XML. This version of the standard was designed to be used on a temporary basis while the company switched over to the ISO-approved OOXML and pulled in a number of legacy elements such as VML (Vector Markup Language) to ensure compatibility. Microsoft pushed back its plans to switch, releasing Office 2007 without support for it and Office 2010 with only the ability to open and edit, not save, Strict OOXML documents.

Even then, the OOXML standard was being criticised by experts who had shepherded the specification through the ISO process. Microsoft's delay in deploying Strict OOXML also meant that software like OpenOffice and LibreOffice had to reverse engineer the legacy elements of Transitional OOXML.

With Office 13, Microsoft will fully support its own OOXML standard a full five years after it was approved by international standards bodies. With the move to support Strict OOXML, it should be much easier for developers to implement and interoperate with the Microsoft-created ISO standard.

Microsoft previously announced it was going to support ODF 1.2 in Office 2013. ODF 1.2 was approved in October 2011 and added standardised support for spreadsheet formulas. According to the Microsoft blog post, the addition of ODF 1.2 open/edit/save support will also see the end of the ability to save ODF 1.1 documents, though it will still be possible to open and edit them.

Another ISO standard getting support in Office 2013 is ISO 32000, the PDF standard. However, Microsoft's Tristan Davis has explained that this support is predominantly aimed at giving Word users the ability to load PDF documents and transform them back into Word documents, rather than being a PDF viewer or editor. Office users can already save to PDF format.

In the world of public finance, Orange County, California, has long had an unfortunate distinction: In 1994, the county filed the largest municipal bankruptcy declaration in history, seeking court assistance to restructure $1.7 billion in debt. This month, however, Orange County finally lost its dubious claim to fame. On November 9, political leaders in Jefferson County, Alabama ? home of Birmingham, the state?s largest city ? asked a federal bankruptcy court to help the county restructure debt of more than $4 billion. The county?s debt burden stems from a disastrous investment in a local sewer system and amounts to nearly $7,000 for each of the 658,000 men, women and children who call the county home. That a bankruptcy declaration of such magnitude is possible has raised alarms nationally over whether more municipal crises may be on the way. In this explainer, Stateline examines what it means when a municipality files for Chapter 9 bankruptcy ? and why states should care. What is Chapter 9? It?s the portion of the federal bankruptcy code that applies to municipalities. Created by Congress in 1937, it allows municipalities to seek court protection in the event of fiscal crisis and is meant to ensure that basic government functions can continue while policy makers restructure their debt. Chapter 9 differs from other sections of the bankruptcy code, such as Chapter 11 and Chapter 13, which generally provide court relief to cash-strapped businesses and individuals, respectively. Who can file for Chapter 9? Only municipalities ? not states ? can file for Chapter 9. To be legally eligible, municipalities must be insolvent, have made a good-faith attempt to negotiate a settlement with their creditors and be willing to devise a plan to resolve their debts. They also need permission from their state government. Fifteen states have laws granting their municipalities the right to file for Chapter 9 protection on their own, according to James Spiotto, a bankruptcy specialist with the Chicago law firm of Chapman and Cutler. Those states are Alabama, Arizona, Arkansas, California, Idaho, Kentucky, Minnesota, Missouri, Montana, Nebraska, New York, Oklahoma, South Carolina, Texas and Washington. The remaining states all want a say in the process, in some cases requiring that municipalities receive state approval before they file. One of those states, Pennsylvania, is now in the process of challenging the bankruptcy declaration made by its own capital city, Harrisburg, in October. Georgia is the only state that does not allow its municipalities to file for bankruptcy under any circumstances. Georgia municipalities in severe fiscal trouble ?are left to work things out within the state political system,? says Paul Maco, a municipal bankruptcy expert and partner with the Vinson & Elkins law firm in Washington, D.C. That could include asking the legislature for emergency funds. States have plenty of serious fiscal problems, too. Why can?t they file for bankruptcy? States have not been granted that authority by Congress, nor have they sought it. The idea of allowing state bankruptcy was floated earlier this year by Newt Gingrich, the former U.S. House speaker and current presidential candidate, and Jeb Bush, the former Florida governor. In a Los Angeles Times op-ed, the two Republicans argued that bankruptcy would be a way for strapped states such as California and Illinois to tackle their enormous debts, particularly for public pensions and other retirement benefits. State leaders from both parties repudiated the idea. ?The mere existence of a law allowing states to declare bankruptcy only serves to increase interest rates, raise the costs of state government and create more volatility in financial markets,? Nebraska Governor Dave Heineman, a Republican, and Washington Governor Chris Gregoire, a Democrat, said in a joint statement. The last time any state came close to bankruptcy ? by defaulting on its loans? was during the Great Depression, when Arkansas racked up $160 million in debt on what was then a $14 million annual budget. How common are municipal bankruptcies? Very rare. Since 1937, when Congress added Chapter 9 to the federal bankruptcy code, about 620 municipalities have filed for bankruptcy. That?s fewer than 10 a year. In the last year alone, by comparison, there were nearly 12,000 bankruptcy filings under Chapter 11 and 418,000 under Chapter 13, according to the administrative office of the U.S. Courts. Most municipalities that do file for bankruptcy are special tax districts and small jurisdictions that do not issue public debt. Municipal utilities are a common example. What happens once a municipality files for Chapter 9? Municipal finances move into the jurisdiction of the courts, but not in the way that corporate or personal finances in Chapter 11 or Chapter 13 cases do. Under those sections, courts have broad leverage to control the finances of the company or individual to chart a path forward. In addition, creditors have more leverage, such as by foreclosing on the home of a bankrupt individual. In Chapter 9 bankruptcy, creditors cannot, for instance, foreclose on a municipal building to recoup the money they are owed. More importantly, the courts themselves have no authority to make spending or other policy decisions on behalf of the municipality. That power remains with the locality under the U.S. Constitution. Under Chapter 9, municipalities must come up with their own debt restructuring plans, and courts approve or reject it with input from other stakeholders. Unfortunatly the time has come for this scraper to come down (seemingly it may come as a shock to some that this is not provided by the BBC). I wrote this back in 2005 and have modified it a couple of times since mainly so that I could more easily consume RSS on the move. In short, I no longer use it, I find consuming live news is not actually something an RSS reader does very well and I face a constant battle against sites trying to use these feeds to monetize BBC content and failing to pay any attention to etag or last modified headers (hello palin-pedia.com et al). Michael Grunwald, a Time magazine correspondent, this week publishes The New New Deal: The Hidden Story of Change in the Obama Era, a gripping account of President Obama?s stimulus bill. Grunwald writes that the stimulus has transformed America?and American politics?in ways that we have failed to recognize. I interviewed him by email about the book.

Slate: What possessed you to write this book?

Grunwald: I fled Washington for the public policy paradise of South Beach while writing my last book, about the Everglades and Florida, so in 2010 I was only vaguely aware of the Beltway consensus that President Obama?s stimulus was an $800 billion joke. But because I write a lot about the environment, I was very aware that the stimulus included about $90 billion for clean energy, which was astonishing, because the feds were only spending a few billion dollars a year before. The stimulus was pouring unprecedented funding into wind, solar, and other renewables; energy efficiency in every form; advanced biofuels; electric vehicles; a smarter grid; cleaner coal; and factories to make all that green stuff in the U.S.

It was clearly a huge deal. And it got me curious about what else was in the stimulus. I remember doing some dogged investigative reporting?OK, a Google search?and learning that the stimulus also launched Race to the Top, which was a real a-ha moment. I knew Race to the Top was a huge deal in the education reform world, but I had no idea it was a stimulus program. It quickly became obvious that the American Recovery and Reinvestment Act (the formal name of the stimulus) was also a huge deal for health care, transportation, scientific research, and the safety net as well as the flailing economy. It was about Reinvestment as well as Recovery, and it was hidden in plain view.

So I decided to do a piece for Time about this untold story. But my editors thought I was nuts. The stimulus was old news. Unemployment was 9 percent; what else was there to say? I actually flew up to New York to make my case. I told my bosses I felt like a reporter in 1938, trying to convince them to do a story on this initiative called ?The New Deal.? They looked at me like I was that blogger in The Newsroom pitching his story on Bigfoot. To their credit, though, they eventually let me write an article about how the stimulus was changing America, which led to the book.

In what ways has the stimulus been like and unlike Roosevelt?s New Deal?

The stimulus isn?t the New Deal. But they were both massive exercises in government activism in response to epic economic collapses. And they were both about change. The stimulus was the purest distillation of what Obama meant by ?Change we can believe in.? And it?s the essence of Obama-ism?not only the policies, which came straight from his campaign agenda, but his approach to getting them into law, which was more pragmatic and political and messy than his hopey-changey rhetoric had led people to believe. So there was plenty of New, and plenty of Deal.

The Obama team thought a lot about the New Deal while they were putting the stimulus together, but times have changed since the New Deal. The Hoover Dam put 5,000 Americans to work with shovels. A comparable project today would only require a few hundred workers with heavy equipment. Christy Romer, the Depression scholar who led Obama?s Council of Economic Advisers, kept reminding colleagues that the Roosevelt administration hired 4 million Americans in the winter of 1934. At one point she started calling Cabinet departments to see how many employees they could hire with unlimited funds: They?d say oh, a lot, maybe 20,000! So the stimulus didn?t create giant new alphabet agencies like the WPA or CCC. It only created one new agency, a tiny incubator for cutting-edge energy research called ARPA-E.

People forget that the CCC herded unemployed urban youths into militarized rural work camps?often known as ?concentration camps,? before that phrase became uncool?for less than a dollar a day. That kind of thing wouldn?t fly today. The New Deal basically created Big Government, but it?s still here. There was no need to re-create Big Government, and no political desire to expand Big Government.

So the stimulus didn?t establish new entitlements like Social Security or deposit insurance, or new federal responsibilities like securities regulation or labor relations, or new workfare programs for the creative class like the Federal Art Project, Federal Music Project, or Federal Writers Project. The New Deal was a barrage of contradictory initiatives enacted and adjusted over several years. The stimulus was one piece of legislation cobbled together and squeezed through Congress during Obama?s first month in office. The New Deal was a journey, an era, an aura. The Recovery Act was just a bill on Capitol Hill.

But it was a really big bill, 50 percent bigger than the entire New Deal in constant dollars. It included some New Deal-ish programs, like a $7 billion initiative to bring broadband to underserved areas, a modern version of FDR?s rural electrification. It included another $7 billion in incentives for states to modernize and expand the New Deal-era unemployment insurance system, which was created for a workforce of male breadwinners. Its aid to victims of the Great Recession lifted at least 7 million people out of poverty and made 32 million poor people less poor. It built power lines and sewage plants and fire stations, just like the New Deal. It refurbished a lot of New Deal parks and train stations and libraries. And Republicans have trashed the stimulus as a radical exercise in socialism, just as some Republicans?but not all Republicans?trashed the New Deal.

The most significant difference is that the New Deal was wildly popular, while the stimulus has been a political bust. There are many reasons for this, but the most important is that FDR launched the New Deal after the U.S. had suffered through more than two years of depression under Hoover, while Obama launched the stimulus when the economy was nowhere near rock bottom. Everyone knew about the financial earthquake, but the economic tsunami hadn?t yet hit the shore.

PR Pros: Traditional Media Still Matters | Business 2 Community

For all the adoration of social media, traditional media still matters. Two eMarketer studies published this year provide insight as to why ? and PR pros should take note.

First, eMarketer found that Canadians preferred traditional media sources such as TV, radio and newspapers, as the preferred source of information when researching purchase decisions. A second study, focused on the United States, found a similar pattern with a twist:? consumers trusted traditional media more, but once they decided to make a purchase, they turned to the web to select a brand.

While the online migration from print to digital formats has been rough for traditional media ? the state of the media landscape does appear to be stabilizing ? and research suggests it still has considerable influence.? For example, of the most read magazines in America, likely candidates remain at the top:

  • Parade Magazine the Sunday paper insert yields a circulation of 33 million readers.
  • USA Weekend, the publication for travelers on Saturdays and Sundays still nets more than 22 million readers.
  • AARP Magazine, which nearly everyone over the age 55 in America will receive one day, has a circulation of 22 million.

My contention from a PR perspective is, more often than not, the mainstream media drives social media. My peers often respond that social media can drive traditional media as well ? and there?s no doubt that is true. ?The infamous Old Spice campaign is a clear example.

Old Spice took a traditional advertisement, turned it into a very creative social media program, which earned so much attention, the traditional media could not help but notice.? It?s worth noting that the additional traditional media coverage in turn, drove more attention across social media. ?In any case, Old Spice is a prefect case for integrated marketing, combining traditional and digital mediums effectively. ?And yes, the Old Spice campaign drove sales.

The challenge is that social media must cross a certain threshold before traditional media sees it as newsworthy.? Sometimes this can be a well-timed (or mistimed) tweet, but usually, it requires far more effort. Case in point: Traditional media drove Twitter?s growth.

Am I arguing that social media isn?t important?? Of course not.? It can be very effective for most companies when properly adopted for the right community.? I believe businesses, indeed most organizations, need both ? and they need to tie them together ? but let?s not forget that traditional media still matters.

Fire-hit Chevron California crude unit seen shut 6 months: IIR

NEW YORK (Reuters) - The sole crude distillation unit at Chevron Corp's large Richmond, California, refinery may be shut for at least four to six months after last week's fire, industry intelligence group IIR Energy said in a report that suggests the outage may be twice as long as feared.

Investigators have found "extensive damage" in the cooling towers, pipe racks and heater tower, IIR Energy told clients on Friday.

Neither Chevron nor investigators have given any timeline for resuming full operations at the 245,000-barrel-per-day plant, California's second largest, following an August 6 fire at its crude unit that caused a spike in regional gasoline prices.

A Chevron spokesman on Monday reiterated only that the No. 4 crude oil unit -- the only one at the plant -- was still shut down while other parts of the plant were operating.

Sources at the refinery said last week the unit could be shuttered for up to three months. The fire erupted at a pump leaking a substance similar to diesel, according to a preliminary report the company filed with county pollution regulators last week.

IIR Energy, which employees hundreds of researchers to gather operational information, first hand, about industrial facilities across the world, said that Chevron had not yet decided whether it would continue to operate some secondary units that are running down on-hand feedstock inventories.

Chevron could buy intermediate feed from the market, although in most cases it is difficult for a refiner that has shut down its crude unit to secure enough of this type of oil to keep producing motor fuels at the same rate. Last week, the plant was producing gasoline at over 50 percent capacity, sources said.

The fire damaged the only atmospheric tower on the CDU, the unit that begins converting crude oil to motor fuel. The CDU makes feedstock for all other units at the refinery.

The blaze, which broke out as workers and the refinery's fire department were evaluating a leak at the pump, sent 949 area residents to an area hospital complaining of respiratory problems and eye irritation among other symptoms.
